I have a soft spot for Alicesoft games of this era : Kichikuou Rance, Kaerunyo Panyon and Zero Shiki are some of my favorites. Also Studio B-Room did some fun games with softcore content.

There isn't some complete list, alas, just smaller collections on big websites. Legendsworld, as mentioned, keeps a list of Japanese adventure games they find, but by the Windows-era those are mostly VNs and they don't really have the strategy or action games there.
