In terms of sprite work I would say so, the backgrounds of 3S are inferior to NG/2I though. In terms of animation I actually think Darkstalkers is superior though in terms of animation, the more Tex Avery approach to the characters is overall the most pleasing and fun sprites I can think of in just about any game.

Wrong. Check 2002 Kusanagi and 94 Kyo sprites.

All of the old moves use old sprites. It's only new moves that were not present in 94 have new sprites and the idle animation which was updated in 96.
