Impa is the real villain in OOT.
She wanted revenge on both, the Gerudos and the King of Hyrule, and to bring back the Sheikah.
She fooled Zelda into getting the Hero of Time trapped, she fooled Zelda into helping the Hero of Time as an adult, because Impa did not expect Link to actually get the Triforce of Courage and be able to beat Ganon.
Ganon was just a paw in her game.
In the end, she just kept LARPing as a Sage and was glad noone noticed.

That's the beauty of MGS2 though. The AI says a lot of things I can agree with in a vacuum and makes some solid points. It's not as easy as "GW's AI is an analog to the jews". Solidus had good intentions but his actions didn't do any good. There's a reason the game ends in a monologue saying "whatever this game means to you is what matters". I'm not one for postmodernism or subjectivity, but the game pulls it off well. I don't think Raiden is even supposed to be portrayed as a hero in the end, he's just been freed to wreak havoc.

Completely agree that MGS2 should be the canonical ending of the series. For me it's always going to be: MGS3 > MG1 > MG2 > MGS1 > MGS2
