Basically. It's not a matter of quality, back then at least partially it was a cultural thing. The rationale was to use a style of artwork more safely consistent with visual icography already tested in the end market, specially in products for kids.

Of course in the case of Japanese -> Western releases there was also the factor of the publishers being a bit behind the times and not realizing the appeal of Japanese-style illustration when the Manga/Anime craze was still beginning in their turf. It struck a little earlier in Europe, which explains why it was more frequent later on for Euro releases to keep the Japanese cover than it was for the American releases.

NA is superior if only because it shows that the kid is transforming into each character. In the JP version, they're all different characters and look more like bosses / enemies.

The kids who actually played games didn't care what the game looked like if it was fun.
The problem is the peer pressure.
I have unpleasant memories of getting made fun of for playing Super Princess Peach, and that was a 2005 game. I can't imagine what the bullying would be like in in the 90's if Panel de Pon was released in the US in its original state.
There's an endless stream of people in the world who will tell you "If you like X you're gay, if you like X you're trans" etc.
And obviously none of those people are worth listening to, nobody gets to tell you what kind of person you are except you. But when you're a little kid that isn't obvious.

None of this changes the fact that changing the covers is wrong.
Kids shouldn't feel they have to pretend to be something they aren't to fit in, and neither should games.

Bottom is an improvement. It looks like a Dennis Hopper painting.

The reason I'd get these mini ones isn't for long sessions where comfort is key but for quick pick up and play. You want something that fits in your pocket and you don't really notice.
The SP still wins, pro of the clamshell protecting screen and whatever in your coat pocket. Also has the form of a mini but opens up a bit bigger and useable.
