I spent some time trying to time my jumps, then at the lowest I got the barrel I tried to spindash off it to get through. Then I realised pressing down worked. Considering the only moves you really get in sonic were jumping and spindashing, I figured most people would see if a spindash worked and then realised pressing down did something.

It's not really that hard to figure out the barrel.
