I can imagine the level designer thinking that this could be an interesting encounter. A long corridor with no cover and a powerful enemy at the end, the player has to move quick and weave left and right to dodge his shots and kill him as fast as possible when he gets close. Well, too bad.

Why use ammo when there's nothing pressuring you to do so? In these two scenarios there were no threats that are pushing the player to try to kill things as quickly as he can. You don't know how tough the next encounters are going to be and how the item placement is going to be so why not save as much ammo as you can?

I shouldn't have to make the game fun and exciting, good game design should do it for me.
