>Why wasn't this game as good as the first one?

Because it's completely different.

They decided to make it more linear and more focused on a character driven story, which happens to be a quite good story by the way.

Frontier 2 is like Unlimited, it does its own thing in a series that already does its own thing, it is different from all the other SaGa titles but it's a wonderful game with a lot of atmosphere, incredible characters and charming music.

You might argue that the non linearity and limited exploration isn't SaGa territory, but everything else is quite frankly very pertinent to the series, the battle mechanics are there and they introduced stuff like DP, LP break and Duel mode which are a breath of fresh air in the genre and series.

If you ask me, Frontier 2 would have been much better if they added all the stuff that was cut out and put in the novels, it would have still been weird for the average SaGa fan but the story, characters and world are absolutely charming.

Gustav, Wil and Johan will always be some of the most unforgettable characters of the series for me, they managed to be really fleshed out and human without pointless walls of texts and drama queen cutscenes like all the other JRPGs from those times.
