I'd have to agree.

If I have half or even most of a magazine left, I wouldn't chuck the thing unless there was an emergency, but even then, I'd go back to pick it up, no sense in wasting magazines, I mean, what if I find ammo later, but I don't have a magazine to put it in? That'll leave me with a clunky single-shot weapon and that's less than ideal.

I figure refilling empty/half filled magazines is something Doomguy would be doing between levels, or idly, when there's no monsters around.
Say he ducks in to a room, to switch the magazine in his gun, or switch to another weapon, he picks up a health-kit, and look, there's a paper-box of cartridges on that counter, lets fill up that magazine and put any remaining rounds in your pocket or backpack. Press down rounds into the mag, tap it against a wall a bit and then toss it in the pack.
