Lots of little machines in a Saturn doing lots of little complicated things.
The N64 just has the basic CPU-GPU-RAM combo that's easier to make work like most game consoles.

Even excluding the CD drive, the Saturn has like double (or higher) the manufacturing costs of the N64. There's a stupidly large number of components in the Saturn. So many components that even the PCB has to be specially layered to support all of them. Plus the motherboard has a fucking second level.

It's not just about power but design, and the Saturn's design is convoluted as fuck. N64's motherboard has like 3 main components + DAC and that's it.
