3dfx Voodoo 3
Aureal Vortex 1 Sound Card
160MB PC-100 SDRAM

You really can't go wrong with a Voodoo card; the later ones have damn near-perfect DOS compatibility, true Glide compatibility is great, and they are usually pretty cheap.

For DOS games, DOSBox will work fine.

For anything Win95/Win98, you need an actual machine from the era.
Personally, I use the machine pictured, which has a 400MHz Celeron-A, 160MB RAM, a Voodoo3, and an Aureal Vortex sound card.

Your best bet would be to get a machine from the early 2000s; a lot of them are still absurdly cheap, parts are still plentiful, and they are obviously going to have better performance than period-accurate 90s machines.

Pair up a Pentium III, AMD K6-3, or early Athlon with a Geforce 3 and you'll be good to go. Additionally, throw in a Voodoo card or Aureal sound card to get 3DFX and A3D support.

This is my mid-to-late-90s gaming rig. When I first got it, it was pretty shitty, but I've since turned it into something that anybody in the late 90s would be proud to have.

I also have a Matrox m3D that is a PowerVR chipset, but from what I've heard, it's pretty shitty, so I never put it in. This machine also used to have a Yamaha ISA sound card in it with a real OPL3, but this machine is more for Windows gaming, so I put an Aureal sound card in it that supports A3D.
