It's actually excellent game design. You return to the mansion, an area you're familiar with, only for the game to play a short FMV showing a monster you've never seen before heading straight for your ass. Then you quickly realize the mansion is now full of these motherfuckers. It combines your previously acquired knowledge of the mansion with the new, much more severe threat to create a new experience. There's a reason why RE1 is considered one of the most iconic video games in history
