it was related to triggers being mapped to left stick vertical axis (throttle/brake set to stick because I couldn't make trigger binds to work properly) and retroarch having reduced sensitivity for analog sticks set from the time I played another game
had to bump it to 1.1 for the throttle scale to fill up fully reliably

I was playing with like 80% of throttle available to me
