DOS games were displayed on "high resolution" (as it was called back then, low resolution by modern standards) CRTs. They never had visible scanlines.

Attached image is nearest neighbor scaled to correct aspect ratio using integer ratios (note that the pixels are not square, so it needs to go to a minimum size of 1600x1200), then converted to linear RGB colorspace, then gaussian blurred, then scaled back down to a more practical size with the imagemagick default scaling. The linear colorspace is highly important because without it the blurring will make the image look too dark.

This is how DOS games actually looked, not some ugly scanline filter. And if you want DOS games to look like how they should have looked if technology was better, just skip the blur step.
