This was taken using a leaked debug ROM, which lets you access all the cutscenes in the game, including several unused scenes, and it lets you pause the cutscene and assume control of Link, letting you explore the map, which sometimes had stuff arranged differently than it normally would be depending on the scene.

Here is the old lady from the Market in Kakariko Village, for instance. She would normally never be here, but if you pause the Death Mountain eruption cutscene, you see her here.

Looks like this old lady was meant to be in future Kakariko Village at one point.
