Someone here said Tiger-Heli was a good beginner shmup, but I watched a Shmup Junkie video where he said it was too hard for beginners. What do you guys think?

I was about to say, "Yes, I've met myself," but on further consideration, I don't know if that's actually true. Can you say that you've met yourself? Or do you simply know yourself, without any event that could be called "meeting" taking place?

1. Find system you're interested in and buy it
2. Buy the games you want
3. Play them

Is this really so difficult that you had to make a thread for it? Just look at prices on ebay, average them out and subtract about $10. That's what you should be paying if you find it that low. Personally I don't mind overpaying for certain games if they're in good shape though.
