In the arcades, you would have spent an obscene amount of money getting to the point of knowing how to beat the game.
Arcade games weren't available on consoles for a long time. People who enjoyed them had to spend money to play them. Might as well get good and go for the 1CC. Which means your credits lasted longer, it also gives you a clear goal to play for, and is satisfying to attain.
