Because Bombshell, or Shelly, was originally Duke's sidekick in DNF before legal shit and becoming her own ip. She's got some history to people who grew up waiting for DNF as well as those who played/enjoyed Bombshell. Not to mention they're obligated to use Bombshell as a base considering it was promised in the collector's edition of Bombshell.
