The higher clock is actually a myth and a marketing strategy SEGA did back at the day. These d consoles are not like home computers at all, in fact they outerperformed them in 2D scrolling. But to put this in an actual technical perspective in fact the Sega Genesis processor takes more clock circles to perform an operation

The SNES modes and PPUS are way more advanced with higher color count , transparencies , more layers and HDMA, the Donkey Kong Country compression algorithm could never run on Genesis, the game have tons of frames of animation way more thant anything released up to that point.
