I think the idea is to have the ambient noise of the arena serve as the music, it ties in thematically with '97 taking a darker turn.
Most of the tracks feel really lonely to me though. Bali just actually weirds me out. If I played this game as a kid it probably would have given me nightmares honestly. There's something uncanny throughout the stage tracks
While I'm talking about my discoveries checking out kof OSTs I never deep dived before, '94 is actually pretty good stuff, Italy slaps
