What's the actual explanation for not being able to resurrect her?

In my game, she hadn't ever died up to that point so it sort of made sense to me. But looking back, the game must have let you clone her if she died in battle previously. So why does the clone lab guy say it's impossible?

I think FFII was the first JRPG to have playable characters die. PSII was the first that was really emotional, though.
