Puck. Also the ending was pretty obviously a rush job. After Cleyra you're pretty much left assuming Puck, Fratley, and everyone else died in the explosiion for the rest of the game until they abruptly show up in the ending with no explanation about their survival. Freya and Fratley's dialogue implies that they're the ones who are going to rebuild Burmecia, though
