Squall definitely has more similarity to Gackt than Cloud, but I would still say it's very debatable. Up until development of FF7 finished the spikey/ colored hair look was in with these bands, and up until the release of 8 putting your hair down and doing brown or black was in style with many of those same bands, then with FFX the frosted tips were in, etc... Squall has hair similar to Phoenix but that same look was popular in Japan as well. Gackt had it at the time for a moment and if you search any bands from the time you pretty much get shit that looks like FF and KH designs.
