I'd also recommend Tortuga: Pirates of the New World.
I played that game all the time during XP days, and I believe it can run on potato.
Maybe not as great as Sea Dogs, but you can marry governor of Spain's daughter and never visit her again, sailing to the faraway shores instead and becoming a greatest buccaneer of the era.

This was my shit back in 2004, but everybody else were either playing Port Royale, Sid Meier's Pirates or Sea Dogs. There are like, 3 videos about this game on Youtube.
