Hahaha, well, that's pretty much what happens with SaGa, metaknowledge can radically change how you play or see the game.
White Rose is a pretty solid Mystic though, you shouldn't underestimate her, her limits are the same as all the other mystics bar Time Lord who is a special case due to time magic being OP.

Found the problem, you have the Tarot questline active, until you finish it you won't be able to start the Rune questline, it's not a bad choice though, the Grail Card quest is a pain at higher level, it's always the first thing I do in every run in Frontier because fuck fighting Krakens while drunk.
Finish the Tarot quest and you'll be able to get Roufas and Annie and do the Rune quest.

He has both Gen and Emilia in his party, that means he already triggered the starting flags for the Tarot quests, even if he doesn't have one card the questline has already started.
