Among the first 4 titles it absolutely is. In terms of polish; the menus are slow as shit, battle transitions are annoying, grinding is at some point asked of you instead of being something you can ignore, the class system has you making choices while being blind to the actual results, shit bugs and meaningless unimplemented content, from an action real-time standpoint it is the least fluid and interactive.

SD3 is almost entirely not meaningful in it's exploration, you find items sometimes sure, but mostly the pace is set with you going on fetch quests, then you go to an area with monsters, you make it to the boss, you go on a fetch quest, area with monsters, fight the boss, repeat repeat repeat. All there is to find in the areas is more rooms with more monsters or a save point or your destination.

What SD3 really has going for it beautiful spritework and monster designs and spell animations. In this regard Legend of Mana shits all over it and even Secret of Mana has more interesting and better looking environments to explore. In terms of combat in SD3 everything boils down to buffing yourself and debuffing the enemy, and if not only just exactly that, you will use a big attack, you will heal, and then you will use a big attack. That or you'll just hammer the shit out of things with nothing but normal physical attacks, of which there is only one variety per character. In terms of being a punching bag simulator, at least Legend of Mana has combos and tasks you with dodging attacks or picking your battles.

I still like SD3, but I openly acknowledge it as the weakest in the series. Weakest, most cliched, least inspired plotlines. Laziest atmosphere and dialogue and pacing just aping the earlier titles. Kikuta's worst sound track. Lowest impact feels. Least memorable set pieces and events.

It's just very mediocre.
