Modern TVs will upscale the image to fill the screen. That said, HDTVs are built for video content not games, so they try and smooth things out, and always interpret low-res retro consoles as 480i, which is wrong. They basically upscale and deinterlace an image that doesn't need to be deinterlaced, so they look like shit and have a ton of input lag (typically). Some newer TVs don't support 240p signals at all, my Vizio says 'Input Not Supported' if I plug an NES into it via Composite, but for whatever reason, it will work via RF, but it looks terrible. I keep a few small CRTs around for that reason. Upscales built for games like the Framemeister are rather expensive, and still introduce some input lag; less so than your TVs built-in scaler, but lag nonetheless. Pic related is RF capture of my Famicom with a USB capture card, it gives a pretty good idea of how things look on an HDTV; it's worse in motion too.

This is exactly right. I don't like modding my shit, so I use a VCR to get my 'channel 95' Famicom and PC Engine converted to composite. I actually bought a professional SONY TV tuner to do the same thing, and the quality was 100x worse than using a broken VCR I got at a thrift store for $5. Lesson learned. Not to mention I can then connect the RF out of the VCR to a horrible TV capture card I have and take awful screenshots and video like pic related.

I appreciate the kind words, anon. I'd get laughed out of the CRT thread, but I'm actually running RF to both, my Famicom and PC Engine are un-modded (I'm weird about modding vintage consoles). There's a VCR under the desk that is tuned to channel 95, and outputs composite to my PVM. The RF out of the VCR goes to a shitty USB cable capture card, I basically rigged it up so I can take off the cuff shitty pictures and videos if I want to, pic related. My PVM is definitely not perfect, I saved it from the trash at my job, but it's healthy enough for the time being. I'll probably replace it with a consumer set if it dies. As for the audio, I'm a songwriter and have been recording stuff for years, so I just patched everything into my studio monitors, it's pretty awesome sounding.
