That's pretty much what you're supposed to do in Junktown.

Is Tycho aggro to you? I think he goes aggro if you piss off the town before recruiting him. You might be screwed. Otherwise, try killing everyone and then talking to him.

As other people mentioned, having NPCs in your party can be a liability, but I thought it was more fun trying to keep them alive.
