Also not retro but Astro Boy Omega Factor is the best licensed game I ever played, holy shit I love that game.

Buster Busts Loose has more gameplay abilities (wall running is great), fun mini-games in between levels, locations that more closely represent the franchise as well as references to Star Wars and other movies. It reminds me a bit of the Animaniacs game which also has the dash ability and is chock full of movie references, even divided by genre.
Buster's Hidden Treasure is like a more standard platformer, it's true that it reminds of Sonic 1 due to speed building, there's no spindash or dash here. Even though the controls are less variated, they're very tight, most of the time you won't be running at high speed because levels are full of traps and sometimes labyrinthic.
The locations aren't really representative of the Tiny Toon universe, but rather takes the route of Platforming 101 and makes different zones with themes such as "plains", "forest", "caves", "lava", "snow", and the obligatory underwater level.
However, the game has good enough art direction that makes these simple locations still good, level design is pretty good, more traditional than that of BBL, but maybe also more consistent. BBL is more experimental and levels are more like obstacle courses, you have to think your moves before you act, it's kind of like puzzle sometimes. Or some levels like the Football level which is pure reflex and memorization (or was it RNG? can't remember now).
Hidden Treasure doesn't throw anything crazy at you, it doesn't break any boundaries or try to be original, but it's consistent all the way through. BBL has its brilliant moments, but also its frustrating moments.
I'd say in the end BBL ends with a higher note, but both games are great, and I'm glad Konami did different games instead of porting the same one (making an invetivably inferior version). This way it's really up to you which one you prefer, but both are must-play.
Still my favorite is Tiny Toon Adventures on NES. I love playing as Furball.

They're very different anyway, on Tiny Toon Adventure you can switch between 3 different characters, buster, plucky and furball.
All with different abilities.
I never played Tiny Toon Adventure 2, but I likehow all Tiny Toon games are somewhat different, Bust's Loose on the SNES was also very different from Adventures and Buster's Hidden Treasure and had its own thing going on.

I also had a GameBoy game which was somewhat similar to Adventures on the NES, it was pretty good.
