This is the default Super Game Boy palette. I'm assuming yours is too. Mine's a PVM-20L5.
My image is a little dim because I have to turn contrast way down to get an image from my camera that accurately reflects how the screen looks. The image also looks dimmer because of the very thin lines my CRT draws, with lots of black space in between.
I tried brightening it a little in GIMP here. If I go any higher I blow out the picture and it doesn't look even close to accurate. It looks brightest when you're viewing it at 100% size, of course.

Yours is overexposed, though, or your TV's brightness control is way too high. I think both of those statements are true based on what I see in your pic. I say that because I look at the bottoms of the shadows on the trees. There should be more of the orange-ish color that you get on the top of the trees, as the shadowy part meets white. that isn't even visible in your picture.

Try calibrating it with color bars.
