No guarantee of that. Many arcades just run them in single player. Some arcades even put signs telling the customer the CPU difficulty setting. Players sometimes just want to play against the computer for practice and don't want any challengers to bother them.

You will never again spend your Friday night at the local at arcade playing against a random QT on Street Fighter.
