That's what the raw 鬼 & 神 kanji mean, but 鬼神 together is a compound word/jukugo pronounced 'kishin', which means "Fierce god" and usually denotes a protective or patron deity; eg. the four Buddhist heavenly kings that each protect a cardinal direction.

Majora sees you as the bad guy in the game of cops and robbers you 'play' at the end of the game (ie. the demon or Oni in Onigokko, which is basically their version of 'tag') but the Fierce Deity/Kishin Mask has kinda the nuance that, while its existence isn't necessarily good, it's something that ultimately protects from Majora.
