It was a bad decision but I'm actually glad they gave carts a last hurrah, as a consumer they were expensive, but not really all that much more expensive than a retail CD game. The reason N64 was expensive to me as a kid was because all of my PS1 games were bootlegs, so obviously I considered N64 games to be hella expensive (I could buy like 10 copy PS1 games for the price of 1 N64 game). But in the long run, still having all these sturdy carts and having they work perfectly, plus no loading times, I think it's not bad.
Discs are convenient, but they have their cons too.
I'm also not sure about the whole inferior version, I think most of the times the N64 version was better than the PS1 one. Generally it was DC/PC>N64>PS1. The only advantage PS1 could have had being the sound, and depending on the game.

Also for example on Star Wars Shadows of the Empire (mixed bag game, but I like it), on the original N64 version the cutscenes had to be sprite-based, and they look really nice!
The PC version got some new FMV cutscenes done in CGI that I think look really ugly and goofy. In that sense, maybe the FMV was impressive back then, but nowadays I prefer the 2D cutscenes on the cart version. Of course this is just 1 example, not the rule, many N64 games suffered from lack of video, but sometimes it was a pro.

by the way I prefer Legends' japanese boxart for sure, but the 3D CG version ain't that bad either.

Both versions, PS1 and N64, have their pros and cons, there's no "definitive" version, although capcom claimed 64 was an enhanced port, it isn't really, they fixed some things, but fucked over others (and not really for the N64 being shit, look at what they did to Resident Evil 2, now THAT is a port)
