Yes. Even if you ignore the trivial aspects that Internet "humorists" like to nitpick, the plodding Castlevania engine just isn't suited to a game like this.

On top of that, it's just boring. If the mansions had more interesting layouts, like a Castlevania level, it might be worth it to get to them. Instead, their entire design process seems to have been, "eh, add some stairs."

Even if you look past all the other flaws, it's still just a boring game designed entirely around going up and down stairs.

Even if you ignore the unappealing graphics, cryptic bullshit, farming hearts, some of the ridiculous jumps you're expected to make, and the entire NES Castlevania gameplay just not being suited to open-ended exploration, there's no getting past the the game is just boring.

At it's core, Castlevania II is a game about going up and down stairs and fighting the same boring skeletons.
