Nintendo sold these to gaming mags and developers.

This means that GBA games fall under the purview of "and any other forms of video games on platforms launched in 1999 and earlier"

Wideboy, a N64 peripheral limited only to developers and game reviewers. There were separate models that allowed Game Boy/Game Boy Color and Game Boy advanced games to be played on a television with an N64 console. They allow for 2 player play.
