I done some more research, the composer (Hirukazo Ando) was the only guy who done the music for Smash 64, while he was merely a sound director for melee. At least Melee's music was equally distinct, it had this feeling like it's something you'd hear in a weird fever dream, which complimented the game's admittedly odd art direction well. The weird mishmash of realistic textures, stylized artwork, and often N64 assets straight up reused gives the game a distinct look.
