pretty sure that's optional, you can just play it in 4:3 without problems.
when I replayed SH2 a couple years ago, the patch didn't have soft shadows yet, so emulating was the superior choice. now that soft shadows are in, the only thing PC version possibly lacks is controller-related stuff.
