IIRC there's no people from the Goemon team on HH (some of the Goemon guys worked on CV64 though).
From what I remember HH was never going to be a MG game, but it did have some staff devs that worked on the MSX Metal Gear games as well as Snatcher, so there's some references thrown in.

You're about to play a very fun game that mixes 3D fighting/wrestling with turn-based RPG mechanics. Although there aren't really any "turns", it's just you need to wait until your stamina bar replenishes.
The more you level up, the more stamina you get, the more crazy supplex moves you learn, the more fun the game is.
The beginning of the game is a bit slow and not very fun, but that's fine because you need to get used to the controls.
As other anon said the platforming is so-so, it works, but it's not the best part of the game, same with the third person shooting aspect. Most of the time you will be just dungeon crawling and fighting anyway.

Here's the thing, back in the day, some magazines hyped it as "N64's response to MGS", probably because it's from Konami.
The reality is that it's nothing like MGS, it doesn't have stealth, and the camera isn't semi-top down.
Hybrid Heaven has third-person shooting and platforming elements, but the real core of the game is the battle system, in which the game is unique.

However, here's an interesting bit of data, some of the staff that worked on Hybrid Heaven did work on Metal Gear 1 and 2 for MSX, and Snatcher.

Fans of Snatcher too, some of the dev team who worked on Snatcher (and Metal Gear 1 and 2 for MSX; I believe) worked on Hybrid Heaven. The plot is a bit snatcher-y, but more 90s/X-files rather than 80s/blade runner.

Never played WinBack, but I think some kind of reasoning behind Hybrid Heaven is because some of the staff that worked on it also worked on the MSX Metal Gears and also Snatcher... the actual game has nothing to do with MGS though, other than maybe the cold industrial art direction.
