So, I've burned discs for my PC Engine CD, Sega CD, Saturn, PS1 and Dreamcast. They've all worked unless there was some anti-piracy or region check that kicked in for Dreamcast (usually because of the image itself).

I use ImgBurn for all those systems, but for Dreamcast I got a DiscJuggler plugin for ImgBurn. I've messed around with the different burn speeds, but it doesn't seem to make a difference, if you really want to be careful, set it to the lowest supported speed for your burner. Just remember when you burn a disc you're selecting the .cue file to be burned.

For discs, I just go with whatever's available. I bought a stack of 100 blank Verbatim CD-Rs on amazon for like $30 USD.

You could probably buy a junk one, refurbish the CD drive and do a full recap yourself for fairly cheap. Get it working, buy an everdrive and a spindle of CD-Rs and you're good to go. Arcade Card Duo too if you really want to play those games.

Pic related I got this for like $150 a few years ago. It needed a $5 replacement gear for the CD drive.

I bought a Super CD addon for cheap and fixed it up myself because the SSDS3 was out of stock for so long, then I ended up buying it anyway. It's possibly the last thing I'll ever have the desire to buy for my PC Engine. Outside of maybe a multitap for when I can finally have guests again.

As for the Super CD Rom unit it's very nice if you can find one cheap. It has the system card chips built in except for the Arcade Card, but it supports the Duo which is much cheaper than the AC Pro. I got my Duo card for $40 in 2019.

I also got a Tennokoe back-up card for like $15 and it was filled up with Tokimeki Memorial saves lol.

Don't buy the hardware until you've at least tried some games out. I first started out by using Retroarch. It's easy, Beetle PCE Fast for PCE CD games works like a charm, just that the bios files need to have specific names.

there are tons of games that never left Japan that are still playable. Either zero to no Japanese text used. If you're using retroarch there's an AI translator available, so you can play more text-heavy games in broken English. I played some JRPGs using it and it works, kind of.
