its because it was a terrible port. it had both saving/achievement issues, and also shit controls. by the time they patched in extra control options the game was already dead. and they still didn't tie horizontal/vertical aiming together to imitate current fpses.
the best way to play perfect dark now is pj64 with the mouse injection hack.
