Simple RCA to BNC adapters like those pictured in >>2357417 will be enough, assuming the monitor you end up with supports component video.

Unless you get a Multiformat monitor, it won't support the 31khz sync of the Dreamcast's VGA out put. Even then, you'd need to get something to combine the horizontal and vertical sync into composite sync. There are SCART cables for the Dreamcast though, which will give you a usable 15khz sync and will work with said SCART to BNC breakout cable.

While not as crisp as 240p, 480i still looks really good on a PVM, especially with higher quality video signals.
The PS2 is decidedly a 480i console; Despite its massive library, the number of games that support progressive scan is depressingly short.
The Dreamcast most definitely benefits from something capable of 480p though.
