Not really... The frame drops are caused by bad optimization in the BSP.
And that's even shown on the tech demo of the engine Neversoft used for the MDK PSX port.
Not to mention the frame rate is REALLY unstable to the point that playing with a overclocked console or a emulator just renders the game unplayable
