You might like PoPoLocrois. It's very very cute and charming. I got bored because it was so easy, but my tastes are picky. The PSX version may or may not have a fan translation but they released it in English on PSP.

Final Fantasy 2 as well as the SaGa games might be up your alley. It's not direct "put 5 points into strength on level up" but you still really customize.

It's a pretty typical JRPG. You're a young boy on a journey to save your mother from the underworld or something like that.

It's absolutely gorgeous graphically and I used to pour over ads and articles about it in Newtype dreaming we'd get it some day. Then it was finally ported to PSP and translated like 10 years later so I got it. But it's really a kid's game and as charming as the world was, it was super boring and I only got mid way through before dropping it.

PS1 was a bit of a dim era for cuteness and cheeriness, especially English releases. Parodius is pretty cute. So is Popolocrois which didn't get an english release till PSP but is super duper cute. As a game it's quite boring, but that may work well if you want something comfy and relaxing to cheer you up.

PS2 has katamari though which is like distilled happiness in game form.
