Because animation is hard it's less an issue of money and more about time. It also depends heavily on who is animating and how much time they have to work with. Some animators like lots of frames on their actions, some animators like adding a lot of extra detail, some just like doing a lot of low-detail frames to get more actual movement in at the expense of visual fidelity. Sometimes you get somebody who does all of them at once. That and just pouring a lot of frames into something doesn't necessarily make it well-animated. A lot of anime do exactly what you're asking for and go "this is the important shot" by adding more frames on something that isn't really enhanced by it.

TLDR scheduling is important than money and talent is stretched extremely thin. Having high-detail cuts is the easiest way to impress people but personally I'll always take a more dynamic scene over something that's fluid or high detail but boring.
