I looked up and that baby supposed to be one of Valve employee's child and put there as an easter egg for the devs.
According to Marc Laidlaw it's supposed to be,in-universe,a distant relative like a niece. Maybe it was one of his dear cousin's child and was so proud of them that he decided to keep a photo of her in his locker.
