Did a quick search. No one ever talks about this game at all. This is probably the best Game Gear game ever made. It's not really rare but it is very hard to find a copy out in the wild.

It's called Magical Puzzle Popils, here is some footage from it.

Magical Puzzle Poplils for the Game Gear. Rerez covered it and it reminded me of the game. Used to play this alllll the time.
