Definitely Knights of Xentar. Her and Red Hood rang a bell and it's an okay game. I even liked how the English localization parodied JRPG.

Old games with futa were really rare, compared to today. For the PC98, besides Steam Hearts, I can only think of a scene in Night Slave, and of course Bounty Hunter Ludy and Seraphita.
