Duke 2d.

So I finally got around to investing some significant amounts of time into Duke's first 2 outings. How did they drop the ball so hard with Duke Nukem 2? I'd played it a lot as a wee lad and loved it, but after playing the first Duke Nukem, Duke 2 feels like such a massive step backward in almost every way. Were people disappointed with it back in the day? What are your thoughts on Duke's first 2 games?

Pic related. Why were games for PC so uninspired/choppy/graphically stunted as compared with console games of the era.

I'm looking for a game. It was a 2D sidecrolling shooter like Duke Nukem, but as I recall, the character was shorter.

I know there's a lot of games that fit that description, but the one I'm looking for had a cyborg enemy with a black man's face, which you could shoot when its visor was up.
