This comparison strikes me as odd, not just in regards to Quake. I can understand the forgiving amount of ammo, but you can't compare it solely to a rocket without considering the rate of fire. You can cause way more damage more quickly with a rocket launcher, every time. The splash is also a bit of a plus when it's not in your face, the only thing really balancing it aside from ammo drops.
I also have a sneaking suspicion that the SSG's popularity is what leads to too many people circlestrafing in the open against hitscanners they can't hitstun during the reload.
