Display options > OpenGL renderer > Texture options

Set "Texture filter mode" to "none (trilinear)". Or just do "gl_texture_filter 6" in the console.

There's also that horrendous "high quality resize mode" filter, but I'm guessing that's not what you're talking about, since it's not on by default.

Now we've had enough "high quality" texture resizing filters for the day. Baffles me to no end how somebody would actually go ahead and disable the bilinear filtering, then go ahead and consciously turn this shit on.
