Seems the webmaster got a new site entirely: https://refuge.tokyo/

This is good news because you can now download offline versions of the databases, whether for PC-98 or X68k or all the other platforms Mercenary Force cataloged. It seems like the webmaster's more active and talented than ever, so I wouldn't find much to worry over. You can find the new link in /jpc/'s pastebin, too.

104 pages of what amounts to an MSX player's guide, with lots of small blurbs for games, several longer write-ups (not convinced he played The Man I Love at all...), developer profiles, and the history of the platform. It's excellent stuff, full of content that hasn't been discussed as much before. I paid ~$5 for my PDF.
